Judge reverses city’s zone amendment for country club property
From an Order entered on 5/12/2021 from Bourbon Circuit Court Clerk:
“ORDER AND JUDGMENT
For the reasons set forth herein, The City of Paris’ (Defendants) decisions were arbitrary when they denied the affected parties of administrative due process and did not support their findings with substantial evidence. Defendants were also arbitrary when they acted as both the applicant and final decisionmaker. Therefore, the City Commission’s adoption of the ordinance approving the zone map amendment for subject property (The Stoner Creek Country Club property) is REVERSED AND REMANDED. Still pending before this Court is Defendants/Appellees’ Motion for Summary Judgment regarding the claims of individual liability pursuant to 42 U.S.C. § 1983. All other claims are resolved.”

The citizens of Paris love their green zones. The country club property can become a great outdoor venue. Paris does not have the amplitude of water needed daily to operate a distillery of any significant size. The then elected City officials, who planned to privately gain from the sale and rezoning of that land owe the city of Paris a huge apology.
