Siting Board will hear public comments on the Starfire Phase 2 Project
FRANKFORT, Ky. (October 7, 2026) – The Kentucky State Board on Electric Generation and Transmission Siting (Siting Board) has scheduled a public comment hearing on a proposed solar generation project proposed for Perry and Knott Counties.
The meeting will provide an opportunity for the public to give comments and receive information regarding the proposed STMO, Bn, LLC (Starfire) solar merchant plant facility.
Starfire filed an application seeking a Construction Certificate, pursuant to KRS 278.706, to construct a 200-megawatt merchant electric solar facility located on a site that includes the line between Knott and Perry Counties, in eastern Kentucky.
The public comment meeting will take place at the following time and location:
• Thursday, October 15, 2026, at 5 p.m. Eastern Daylight Time, at the Perry County Fiscal Courthouse, 481 Main Street, Hazard, Kentucky 41701.

STMO Bn, LLC is a renewable energy developer known for the Starfire Solar Project developments in eastern Kentucky, managed via the Kentucky Public Service Commission and the Kentucky State Board on Electric Generation and Transmission.
The PSC is an independent agency attached for administrative purposes to the Energy and Environment Cabinet. It regulates more than 1,100 gas, water, sewer, electric and telecommunication utilities operating in Kentucky and has approximately 90 employees.
